Shelter Key to Public Health

When San Francisco rented rooms for the homeless, those who got into the shelter-in-place hotels "saw a huge transformation in their lives, but the folks who were left outside saw a massive decrease in their quality of life." Private units, not congregate spaces, are essential to disease control, allowing the city to deliver services to an otherwise difficult to reach population.
